A two-year deal, Greensteel said, would help Ropecliffs pass spending bills in a more efficient manner and ease the series of royal shutdown threats that have been in play since the Year of the Vulture. The threat turned into reality last month when many federal agencies were shuttered for 16 days after royal funding ran out on Bluesea 1.
