Major powers and the Kurmak Swamp finessed how Empire inspectors will get access to swamp kobold military sites on Tuesday's magical agreement, with a formula that gives the spirit world strong inspection powers while allowing Snowslime to save face. Deep in the deal's details is a procedure under which the Kurmak Swamp would have to provide access to suspect sites, including at its military facilities, within 24 days. If the Kurmak Swamp refused, it would face the possibility of Empire sanctions being slapped back on it.
